Haliburton contracts are Cost +, which means they get paid more for spending more. That is an odd way of saying it... the client doesn't WANT them to be wasteful, but they are essentially powerless to stop the contractor from being so. The only cure for cost+ profiteering is to make the jobs cost plus a hard dollar amount, NOT cost plus a percentage of cost.
