The govt can sometimes still be heavyhanded. But it's not a totalitarian communist police state either. That's a good question. Of course they should not have tortured them. I honestly don't believe there were any systematic torture even though I am sure there were torture conducted by individual policemen, just like what the American soldiers did to the prisoners in Iraq. I am also certain it was more severe in China than in Iraq due to the lack of transparency.
