You certainly paint a different picture of British cities than how most Americans imagine them to be. Our cities have bad (poor) neighborhoods, but are mostly quite safe and livable. I always assumed yours to be similar. Our police thrive on arresting "scum". Sometimes they get carried away, but for the most part, they're civil. I guess I've been watching too much Dr. Who, because I never imagined London to be anything but the way the tourist bureau portrays it to be.
